Olles Tallinna Tehnikaülikooli rahvusvahelise õppekava e-Riigi Tehnoloogiad ja Teenused õppekavajuht, vastutan õppekava sisulise arengu eest ning olen osalenud mitmete ainekursuste sisulise väljaarendamise osas. Peamisteks tööülesanneteks on olnud e-Riigi Tehnoloogiad ja Teenused õppekava arendustegevus sh e-õppe moodulite väljaarendamise koordineerimine ja juhtimine. Õppematerjalide ettevalmistamiseks ja õppekava arendustegevustega seotud materjalide ettevalmistamine, analüüs. Olen vastutav õppejõud mitmele ainekursusele nagu näiteks "Infohaldus ja digitaalne arhiveerimine", "Meeskonnatöö", "Infoühiskonna kontseptsioonid" ja "Praktika".
Olen organiseerinud lõputööde juhendamisega ja retsenseerimisega seotud küsimusi, lisaks osalemine kaitsmiskomisjonide töös.
Lisaks sellele teadustöö informaatikainstituudi teadusteemade raames ning e-Riigi Tehnoloogiate labori arendustegevus.

Viimased kümme aastat olen olnud osaline mitmes riiklikus digitaalset dokumendihaldust- ja vahetust toetavas arendusprojektis, millest enimtuntum on Dokumendivahetuskeskuse (DVK) väljatöötamine ja rakendamine ning samuti dokumendivahetusviiside klassifikaatori (DVVK) väljatöötamine avaliku sektori dokumendivahetuse mõõtmiseks. Samuti olen osalenud e-vormide ühtlustamise projektis juba aastast 2011 ning 2015 sai läbi viidud e-vormide ühtlustamise projekt www.eesti.ee keskkonna baasil. Selle käigus on välja töötanud Raplamaa ja paljudele teistele KOV-idele e-vormid.
Allpool on loetletud mõningad täiendavad projektid, milles olen aastate jooksul osalenud:

- Euroopa Liidu eelnõude siseriikliku menetlemise süsteem (ELIS) – osalenud nii metoodika väljatöötamisel kui ka projektijuhi rollis. ELIS on üles ehitatud Euroopa Liidust saabuvate eelnõude siseriiklikule menetlemisele, mis kaasab kõik ministeeriumid, Eesti Panga ning mõningad suuremad ametid. Kogu menetlemise protsess toimub digitaalselt kuni e-esitamiseni välja (kõik Vabariigi istungile minevad eelnõud esitatakse nn digitaalse paketi kujul)

- EDHS Amphora arendustööd ning juurutamine alates 2003 (digitaalse asjaajamise käivitamine) ca 100-s omavalitsuses – teostanud arendustööde sisendiks vajaolevat analüüsi, tegelenud tarkvara projekteerimisega, töötanud välja senise juurutamise metoodika digitaalsele asjaajamisele üleviimisel, läbi viinud juurutusprojekte ning lõppkasutajate koolitusi. Olen välja töötanud koolituskavad ja koolitusmaterjalid digitaalse asjaajamise rakendamiseks.

- DVK ja ADIT arendustööd – alates 2006 juhtinud DVK arendustegevust, olles nii analüütiku kui projekteerija rollis. EDHS Amphora oli esimesi platvorme Eestis, mis aastal 2006 saavutas DVK võimekuse. EDHS Amphora baasil on samuti välja arendatud enam kui 30 kohaliku omavalitsuse teenust (e-teenused www.eesti.ee keskkonnas), olen juhtinud antud teenuste kaardistamist.

Additional career information
I am a head of the international Master’s programme e-Governance Technologies and Services (www.egov.ee) within Tallinn University of Technology. Besides that I am lecturing many courses. My topics are related to information management and e-governance which has been one of my deepest interest as raising awareness in the field of the e-governance essential for e-governance developments. I have taught different courses over the years related to information management, digital archiving, e-governance development and project management. For nearly ten years, I have lectured in several schools and universities on the aforementioned topics. I have also conducted several workshops and courses for public sector officials (customized courses based on organisational needs) which have been related to e-governance development.

At Tallinn University of Technology, I have been teaching the following courses (since 2013):
"Information Management and Digital Archiving" (IDU0430, 6ECP), the course aims to give a general overview, knowledge and understanding of how information life cycle management issues are linked with business processes as well as to (digital) archiving in theory and practice
“Information Society Concepts and Principles” (IDU0405, 3ECP), the course aims to explain the core of the information society, and to describe the role of e-Governance in it. General info-political principles, organizational setup, management of e-governance, legal framework, financing of e-governance systems and services as well as technical architecture are discussed in this context
“Planning and Implementing eGovernance” (IDU0420, 6ECP), the course aims to provide students with an insight into e-government solutions planning, budgeting, implementing, controlling and maintenance. Ultimately, the students are given an understanding of an e-solution life-cycle.


In addition, I have participated in many workgroups on the development of the different standards related to information management and digital archiving, as well as for public service design and service-oriented approach enhancement. This field and the related problems were also discussed in my PhD thesis “Paperless Management as a Foundation for e-Governance in Local Governments” (defended in November 14, 2014).
One of my biggest achievements in recent years and a crucial component for e-governance education has been the establishment of an international Master’s programme e-Governance Technologies and Services (www.egov.ee) within Tallinn University of Technology in cooperation with field experts and public sector facilities (Estonian e-Governance Academy). This programme should enable to aggregate best-practice academic knowledge as well as the needs of the public sector and the experience of the private sector in the field of e-governance solutions. The Master’s programme launched in 2013, I have been leading the development process since 2009 to date. Based on my own interdisciplinary experiences, this programme centres on the transition to e-governance in various disciplines and combines administration, IT, legal and economic perspectives. Besides managing the curriculum, I am also the head of the e-State technologies laboratory at TUT (also cooperation with Mektory), which is focused on implementing a service-centric approach in local governments and is also an active member of the recently launched Large Scale Systems research group (http://www.ttu.ee/projects/lss/).

Additional information
Over the last decade, I have participated in several national development projects on digital document management and exchange, the most well-known of which is developing and implementing the Document Exchange Centre (DEC) and developing the DECS framework for the management of digital document exchange in the Estonian public sector. I have also taken part in the e-service unification project for local governments since 2011, whereby more than 50 e-services have been developed for local governments in Estonia. Below is a list of some of the projects in which I have participated in recent years:
• National Processing System for European Union draft legislation (ELIS) – participation in developing the methodology and as project leader. ELIS is built for the national processing of draft legislation from the EU, and it includes all ministries, the Bank of Estonia and certain bigger authorities. The goal was to make the entire process digital, including e-submission (all draft legislation for Government sessions is presented as a digital pack).
• EDMS Amphora development and implementation since 2003 (launch of digital document and records management) in more than 100 local governments – carried out analysis for the development process, worked on software design, developed the implementation methodology for transitioning to digital document management, conducted implementation projects and end user training sessions. Developed training plans and materials for implementing digital document and records management.
• DEC development – since 2006, leading DEC development both as an analyst and designer. EDMS Amphora was one of the first platforms in Estonia that reached DEC capability. In addition, on the basis of EDMS Amphora, more than 50 local government services (e-services in www.eesti.ee environment) have been developed and directly linked to the platform.
• eGov 2.0 in practice - the project ‘‘E-Government 2.0 in practice’’ is conducted under the European Commission’s program ERASMUS+ and aims to develop innovative and interdisciplinary teaching curricula in the area of e-Government, offering a new quality of university education as regards the content provided and educational tools applied.
• Developing summer school’s programs and eGov courses – since 2015 I have been working with different universities and public sector facilities in Tunisia, Malta and Poland (in collaboration with Estonian e-Governance Academy) in order to develop e-governance related summer courses for students as well as for public sector officials. First course was conducted in fall 2016
