The aim of the project was the study of main reform processes of governance in Estonia: public service, government of the Republic and local government reforms during 1989 - 2004. The institutional arrangements and management of those reforms were studied based on the least normative and least deductive conceptual premises. We developed specific conceptual framework that enable to analyze and compare different – from the perspective of subject of study as well as cognitive premises -- theories of reform organization and management. This will ease to consider their compatibility and applicability in different institutional contexts. The new unique research framework that might be applied by different theories was developed. Therefore this framework can be applied to study the organization and management in rather different institutional (national) settings and different periods. The empirical data archive of scanned documents and recorded interviews was developed. During the project the regular research seminar was held, where research framework was developed and data interpreted, and where couple of young graduate students developed their research knowledge and skills. In the course of multi-stage interpretation of empirical data the typology of reform organization and management was developed. This typology would reflect typical patterns of actors and decision arenas first of all in transition context. During the project and based on this research six papers were published. The composition of comprehensive monograph started, first drafts of chapters are already discussed. The course “Reforms of governance” was developed at BA and MA level, PhD level course Policymaking and analysis was substantially upgraded and developed into web format.
