The European Commission proposed a framework directive on renewable energy This directive
sets ambitious targets, not least regarding national biofuel targets for the year 2020. Biogas has
successfully been used as a transport fuel, the most known success story being the Swedish and
the French ones.
At the same time the Estonian National Rural Development Plan opens up many new possibilities
for bioenergy investments, including investments into biogas production equipment both for
farmers as well as for the processing industry of farm products. For these efforts it is necessary to
mobilize the existing know-how in this field to ensure that new biogas projects can be efficiently
evaluated.
Taking this in to account it can be summarized that it was of major interest to have a clear picture
of the existing scientific competences in Estonian Universities and other research institutes.
Emphasis will be on strengths and weaknesses of current R&D on biogas, evaluation of education
and disciplines on biogas and financing R&D for biogas development in Estonia.
